He assembles the best possible team recruiting teams that consist of not just all the stakeholders but also people that believe in the project and then helps everyone prove the adage that the whole is greater then the sum of the parts.
The Coal Regime is one of the most intentionally opaque markets with many under currents pulling at the issues between community relocation, environmental and of course the license graft which everyone knows about. The critical piece here is opening market to no only allow for complete transparency but also exposing the market to true market forces both nationally and internationally. To build a network very similar to that within RSBY where everyone makes money but all the participants are effectively auditing the others to keep everyone honest. This network of trust but verify is critical to the success and the oversight that the government can provide in these networks really leverages the strengths of the bureaucracy.
Rest assured the Coal market in India will never be the same and most likely it will effect the Coal market globally forcing change in most other markets.
